More personal responsibility, better collaboration: how to achieve cultural change in EDI with M365
The CEBA project not only promotes more efficient processes and a transparent way of working, but also actively drives cultural change in the administration. The focus is on establishing a «New Way of Working» that enables more personal responsibility, flexibility and interdisciplinary collaboration.
Initial Situation
With the Federal Council's strategic decision to make the Federal Administration fit for the digital future, the CEBA project was launched at federal level and the umbrella project for the introduction of M365 was subsequently set up in the EDI. M365 was also introduced as a new digital workplace in the affiliated offices.
Main objective of the project:
The project focused on the successful introduction of a modern, digital way of working. The focus was on:
- Collaboration with Microsoft 365:
Promoting efficient as well as contemporary ways of working, communication and collaboration via the M365 platform and breaking down rigid silos. - IT security for everyone:
Communicating basic security aspects that all employees should know and apply. - Behavioral recommendations:
Develop clear guidelines for the secure and professional use of digital tools. - Strengthen willingness to learn:
Support openness to new technologies and continuous learning. - Promote adaptability:
Enabling a flexible response to technical and organizational changes.
Solution
The project was accompanied by the following solutions:
- Development of collaboration governance as a common basis for collaboration rules in the context of using M365 in the future.
- Conducting workshops to present the collaboration governance regulations in all affiliated EDI offices with the aim of standardizing special features and feedback from all offices.
- Change management: Targeted support for all employees in order to make the change active, understandable and supportive.
- Communication and training concept: All employees were given access to targeted learning content - including five specially produced AI-supported learning videos that address specific EDI use cases.
- Creation of training offers and training plans according to target groups for all employees.
- M365 portal: supplementing the existing SharePoint-based learning library with a dedicated EDI portal with specific learning content and appealing presentation in the sense of a learning journey for end users.
isolutions accompanied the project from the very beginning and supported the project management of the isolutions team with specialists in the content development of the concepts in the areas of governance, change & adoption and communication as well as in the implementation of training content for the M365 portal EDI.
The staggered M365 rollout took place between February and March 2025.
